Holtec International is restarting the Palisades Nuclear Generating Station in Covert, Michigan — a historic first for a fully decommissioned US nuclear plant. The 800 MW PWR received NRC restart approval in 2025. Holtec is simultaneously constructing two new SMR-300 units (Pioneer-1 and Pioneer-2) at the same site. Primary system passivation completed in April 2026. Grid reconnection is targeted for 2026 making Palisades the first nuclear plant in US history to restart after full decommissioning initiation. The plant had been shut since May 2022. Palisades received its first domestically fabricated fuel shipment in October 2025, stored in the spent fuel pool building ahead of core loading, and a second fully refurbished primary coolant pump motor was installed; records differ on the primary system passivation date (2025 in one, April 2026 in another). The 800 MWe pressurised water reactor entered commercial operation in 1971, operated for five decades and was shut down by Entergy in May 2022 before Holtec acquired it for decommissioning and then pivoted to restart; Holtec is the first company approved by the NRC to restart a plant after full decommissioning initiation.
