The NRC as lead agency and the US Army Corps of Engineers as cooperating agency completed a Supplemental Environmental Impact Statement (SEIS) for TVA's construction permit application for the Clinch River Nuclear Site on April 6, 2026 (ADAMS ML26035A285). The Notice of Availability was published in the Federal Register (91 FR 17312). The NRC's Advanced Safety Evaluation Report without open items was also completed. TVA submitted the construction permit application in late May 2025. The NRC had previously completed its environmental review in October 2025 and issued a final safety evaluation in December 2025. The construction permit decision was initially expected in the first half of 2026. TVA's supply chain partners for the project include Scot Forge, North American Forgemasters, BWX Technologies, and Aecon, alongside Duke Energy, Oak Ridge Associated Universities, and the Electric Power Research Institute. The construction permit application was originally submitted in May 2025. On September 29, 2026, the NRC approved TVA's construction permit for Clinch River Unit 1, a 300 MW GE Vernova Hitachi BWRX-300, completing its review in 14 months, ahead of the 18-month goal, and clearing the way for the nation's first commercial small modular reactor. The approval followed the April 2026 SEIS, a June 2026 staff safety evaluation, and an August 2026 public hearing in Oak Ridge. TVA must obtain a separate NRC operating license before loading fuel, and no construction start date has been announced.
