The NRC accepted X-energy and Dow's construction permit application for the four-unit Xe-100 plant at Dow's Seadrift, Texas manufacturing site in May 2025 — beginning an 18-month NRC review. This is the first NRC construction permit application for an advanced HTGR and one of the most significant regulatory milestones in the US advanced reactor programme. The Seadrift plant will replace ageing fossil fuel infrastructure providing both electricity and industrial steam. Construction is targeted to begin 2026 with operations in 2030. Fluor is the EPC partner.
