Constellation Energy received a $1 billion federal loan from the DOE Energy Dominance Financing (formerly Loan Programs Office) in November 2025 in connection with its restart of Three Mile Island Unit 1 as the Crane Clean Energy Center. The $1.6 billion total restart project is backed by this federal loan plus Constellation's own capital. The TMI restart represents the first application of DOE loan financing to a US nuclear restart — validating the federal backstop model that Energy Secretary Chris Wright confirmed will apply to the first 5-10 new reactors.
