The Doicești SMR project will replace 600 MW of former thermal power plant capacity with 462 MW of clean stable nuclear power — Romania's Minister of Energy Bogdan Ivan stated this directly at the FID announcement. The former coal plant infrastructure has been cleared from the site approximately 90 km northwest of Bucharest. Six NuScale 77 MWe modules will supply clean baseload power contributing to Romania's energy independence and positioning it as the first European nation with a commercial SMR deployment. Fluor conducted a Phase 2 FEED (front-end engineering design) study for the project. The US Export-Import Bank approved up to $99 million in financial commitment, and NuScale received NRC standard design approval for its uprated 77 MWe module in May 2025. Nuclearelectrica shareholders approved a conditional Final Investment Decision on February 12, 2026, making Romania the first European country to take an FID on a commercial SMR project; the project is expected to create 200 permanent jobs, 1,500 construction jobs and 2,300 manufacturing jobs over its 60-year life, with a pre-EPC phase of about 15 months and a project cost estimated at $6-7 billion by Prime Minister Ilie Bolojan. RoPower is owned 50% by Nuclearelectrica and 50% by Nova Power & Gas following restructuring. FEED 1 was completed in late 2023, and NuScale completed the Phase 2 Front-End Engineering and Design study (FEED 2) in late 2025 with Fluor as main contractor and Samsung C&T supporting. Between 2022 and 2025 RoPower cleared and decontaminated the former 600 MW coal station site in Dâmbovița County, demolishing underground structures to 15 metres, removing about 600,000 tonnes of material and refurbishing the 110/20-kV substation with six 110-kV grid connections. Financing includes an EXIM Bank loan of about $98-99 million (2024) for pre-project services, a DFC Letter of Interest for up to $1 billion and an EXIM Letter of Interest for up to $3 billion for deployment. By May 2026 RoPower must complete geotechnical investigations, advance licensing, finalise a pre-EPC contract and negotiate long-lead equipment. RoPower selected Studsvik's CMS5 core management system for core design in December 2025.
