Notes

German Chancellor Friedrich Merz described Germany's nuclear phase-out as a major error in late 2025, arguing it led to high energy prices and insufficient power generation. Germany shut its last reactors in April 2023. While no formal SMR project has been announced, multiple German industrial groups and utilities are conducting feasibility studies. Germany signed no nuclear declaration and faces significant legal and political hurdles before any deployment could proceed.
