Energoatom and Holtec International signed an agreement in September 2025 for Holtec technology to be used for the creation of a nuclear manufacturing facility in Ukraine for components of Holtec SMRs — and the use of Holtec technology to manufacture storage containers for spent nuclear fuel. Ukraine's industrial base and nuclear engineering workforce make it an attractive SMR manufacturing hub. The Holtec-Ukraine partnership strengthens Ukraine's nuclear sector beyond just electricity generation into the broader nuclear supply chain.
