Ukraine is actively pursuing SMR deployment to rebuild its war-damaged energy infrastructure. Westinghouse already supplies AP1000 fuel to Ukraine's existing VVER fleet and is the preferred Western partner for new nuclear. Czech, Finnish, Polish, Swedish and Ukrainian nuclear regulators are conducting a Joint Early Review of Steady Energy's LDR-50 — indicating Ukraine's active regulatory engagement with SMR technology. Ukraine's reconstruction needs make SMRs a strategic priority. Westinghouse and Energoatom signed an MOU in September 2023 for the development and deployment of AP300 SMRs in Ukraine, establishing a joint working group covering contracting, licensing and local supply chain development. Ukraine's Energy Minister German Galushchenko described SMRs as very promising for implementing the national Energy Strategy until 2050. The MOU complements the September 2025 Westinghouse cooperative agreement for nine AP1000 reactors; Ukraine operates 15 VVER reactors.
