Westinghouse signed MOUs with Finnish state-owned energy company Fortum in June 2023 to explore development and deployment of AP1000 and AP300 reactor projects in Finland and Sweden. The MOUs establish a framework for detailed technical and commercial discussions. Fortum operates the two-unit Loviisa nuclear plant in Finland and previously operated nuclear plants in Sweden. Fortum also signed a BWRX-300 early works agreement with GE Vernova Hitachi in July 2025 — making it the only European utility with formal early works agreements covering both BWRX-300 and AP300/AP1000 SMR technologies simultaneously.
