Notes

Bulgaria is constructing two AP1000 reactors at the Kozloduy nuclear plant under a Westinghouse agreement. In September 2025 Citi signed a partnership with Bulgaria's Ministry of Energy to facilitate export credit financing — the largest nuclear financing project in Central-Eastern Europe for Citi. Each unit is estimated at approximately $6.5 billion. Kozloduy already operates two VVER-1000 units (5 and 6) and previously operated four smaller VVERs decommissioned at EU accession. Bulgaria's nuclear programme has strong public support and political momentum.
