Holtec International and the Rwanda Atomic Energy Board signed a development agreement to deploy SMR-300 units in Rwanda with potential total capacity of up to approximately 5 GW. The agreement was signed at the Nuclear Energy Innovation Summit for Africa in Kigali in May 2026. The IAEA delivered its INIR Phase 1 report affirming Rwanda's readiness to advance to Phase 2.
