Westinghouse and Energoatom signed an MOU in September 2023 for the development and deployment of AP300 SMRs in Ukraine. The agreement establishes a joint working group covering contracting, licensing, and local supply chain development. Ukraine's Energy Minister German Galushchenko described SMR technology as "very promising for Ukraine, especially in terms of implementation of the national Energy Strategy until 2050." Ukraine has deep nuclear expertise from operating 15 VVER reactors. The AP300 MOU complements the September 2025 Westinghouse cooperative agreement for nine AP1000 reactors — making Ukraine potentially one of the world's most ambitious nuclear expansion programmes.
