Bulgaria's National Electric Company is the state utility operating the Kozloduy nuclear plant and overseeing the development of two new AP1000 reactors (Units 7 and 8). In September 2025 Citi signed a partnership with Bulgaria's Ministry of Energy to facilitate export credit financing for the Kozloduy expansion — Citi's largest nuclear financing project in Central-Eastern Europe. Each unit is estimated at approximately $6.5 billion. Bulgaria has strong public and political support for nuclear energy and existing nuclear infrastructure and workforce.
