Santee Cooper is South Carolina's state-owned electric and water utility and co-owner of the partially built V.C. Summer AP1000 units. In December 2025 Santee Cooper's board approved an MOU with Brookfield Asset Management for the potential completion of the two units — establishing a formal feasibility period. The deal terms include $2.7 billion in cash to Santee Cooper should the parties reach a Final Investment Decision, plus a 25% ownership share once commercial operation begins. Santee Cooper co-owned the original V.C. Summer project with SCE&G which spent $9 billion before abandoning construction in July 2017.
