Energoatom is Ukraine's national nuclear power company operating 15 VVER reactors at four plants providing approximately 55% of Ukraine's electricity. In September 2025 Energoatom signed agreements with both Westinghouse (nine AP1000 reactors) and Holtec International (SMR manufacturing facility and spent fuel storage). These agreements represent the largest Western nuclear commitment to Ukraine's energy independence post-2022 and directly replace planned Rosatom expansions. Ukraine's nuclear workforce and industrial base make it a credible partner for both reactor operation and SMR manufacturing.
